Its personnel handle classification, pre-trial detention, sentenced confinement, penal labor, medical coordination, discipline, facility security, tribunal liaison, and custody records. Rather than pursuing targets in the field, Penal and Detention takes responsibility once a person enters Guild custody, ensuring that confinement orders are carried out securely and that every detainee remains accounted for within the system.
